First, make peppercorn simple syrup by heating peppercorns and simple syrup over a stovetop for at least 10 minutes, then cool and strain peppercorns. Combine Chopin Rye Vodka, .25 ounce peppercorn simple syrup and lemon juice in a chilled shaker. Shake well and pour over ice in Collins glass, then top with sparkling water. Garnish with a lemon wedge.
